Has exclusive power and authority to manage and control the plat of land conveyed to the city by Mrs. Martha M.H. Duncan for use as a public park on July 27, 1918, and the exclusive power and authority to manage and control the plat of land conveyed by Mrs. Martha M.H. Duncan on October 22, 1913 to the Duncan Park Trust for use [as] a public park.
