On Bill Financing (Water/Sewer Replacement Program)

The City of Grand Haven administers an on bill financing program to reconstruct water and sewer utility leads for customers who lack access to traditional capital resources.  Utility connections are temporarily converted to public ownership by easement and are financed through a standard special assessment agreement. These public improvements are designed to protect public health and safety by eliminating water lines that may be contributing contaminants to drinking water and to reconstruct sanitary sewer leads that could plug and cause raw sewage to back up into private residences.

Eligibility for participation is determined by City staff following a pre-screening meeting with the Neighborhood Development Coordinator.  Participation levels are subject to annual appropriations approved by the City Council.
